Some would call that good business. Taking advantage of market opportunities. They also did it in Latin America. Ecuador owes their butt to China.

Mexico is fulla bull.
I, for one, don't care where Chinese submarines are, but it's not my job to care. Sounds to me like Mexicans are about as desperate as Democrats.
