Until a bill is passed in the Senate that provides for border security, which includes whatever your definition of a wall is.
I see is as physical, increased surveillance, improved means of detecting those attempting to cross the border illegally.
Wanna make a REAL difference? Spend 5 billion dollars on immigration courts and chasing down people who have overstayed their visas.
Also make it understood that Democrats are only against immigration enforcement because they see immigrants (legal or otherwise) as easy pickings for potential votes, not because they care about the actual people themselves.
The Republicans didn't have a filibuster proof majority in the Senate and, just like all of the Majority Leaders before him (including Harry Reid), Mitch wasn't going to break the filibuster for legislative matters.
They could have changed the rules at any time. Still can.
Trump has offered to take 2.1 billion instead of the 5.7 billion he originally wanted. I would call that a compromise.
Democrats have said no way, no wall or fence funding, period.
