Ohio did that. The courts ruled that the Ohio Constitution grants all citizens an equal education and the states unfair funding did not provide that. Now granted, the court has had to step in time and again to get politicians to fix things and they still haven't but at least someone is trying .
So what good is your State if it doesn't follow through on its edicts?
They won't. I have no interest in pursuing this as it's not a solution.

Why?
Democratic education is the only sustainable model. Until then schools should not charge parents for sending their students there if they are public organizations.
The method for funding public schools in Ohio was declared unconstitutional in 1997.
That's a lot of elected goons we've gone through without results.
They've made changes. They found out Charter Schools can be run as corruptly as public schools.
