High capacity magazines have been a common thread in a number of mass-shootings. Why not try to end that if it means saving lives? The second amendment was in the day of single shot guns that took a minute tops to reload, not mili-seconds to have your next round fired.
So where do you stop? A person can load and shoot 5. 8 shot magazines in about the same length of time as 4, 10 shot magazines. Just a feel good law that only messes with the law abiding.

The gun control activists have pushed too far. Now wide swaths of the population considers the government and its laws illegitimate and are ignoring them. New gun laws in WA, NY, NJ, MA, CO, and VT are being openly and widely ignored and disobeyed. Bans on bump stocks, registration laws, magazine bans, gun bans, mandatory background check laws. Millions of people ignoring the laws. The spirit of rebellion still exists in America though I do worry we're bordering on something bad, 1850's style. The gun issue isn't happening in a vacuum, it reflects on a major divide opening in this country. Where it leads no one knows.

Yes. Fundamentally, the state should give due consideration to the right to bear arms. Life, liberty, and the pursuit of happiness; the freedom to own a gun is justified by all three. The right not to be killed by some random wacko is also justifiable on the basis of all three. The challenge is creating legislation the seeks a happy balance, and to strive for political discourse that does not seek to demonize the inclinations of the other side.

The police are the ones. If they enforce it, it is enforceable and illegal. Unless it is taken to the SC...
