If he does this, and points it out in a clear message and the wall is important enough to voters, they will vote out those who refused a wall and vote in people who support one. If it turns out that it's not important to voters then this message will fall flat and it won't influence voters. Whether it's a win for President Trump or not, either way, it ends up a win for the American people because in the end, they choose what to do with taxpayer money.



One might argue this would delay things. But it's already been on hold for two years. I think if the feeling for a wall is strong enough, Congress will hear about it and change it's tune. They would see the writing on the wall and work with the President so as not to lose their upcoming elections. If the support for a wall isn't strong enough, well who could argue that waiting wasn't a better option.
