Trump could declare it a National Emergency. If he does, it will likely be challenged in court.

As I understand it,

A National Emergency would enable the reapprolriation of funds.

A National Emergency does not end the Shutdown.

Trump cannot siege private land via Eminent Domain without authorization to do so.

No private consortium of investors would invest $ billions without a well vetted plan. Yet, Trump expects Congress to do so.

He’s been in office 2 years. Where is the plan?
