Sometimes one can't help that one needs help. There are such things as unforeseen circumstances. Good for you that you've never needed that help.
Besides, these people have jobs. So how much more can they do to become self-reliant? What if your boss came in said no more paycheck for you? I guess you've a gazillionaire and wouldn't miss a beat.

and many states have laws that people collecting benefits must work. so what's the issue? If we have to pay for someone to send their kid to daycare and spend $500 a week for them to work a job where they earn $200 and qualify for other benefits it's cheaper for them to stay home.
Yes, we'll give growing children one meal a day. That ought to hold them. And they can fast on the weekends. It will be good for their growing bodies, right?

BTW I work a side job in catering. I get a free meal with every shift and get to take some of the extra food home with me. My grocery bill is close to nil because of that. And of what I do buy, rice and pasta is very cheap. Eggs are cheap too. I buy meat that needs to be sold that day, so the packages at the grocery store have a discount coupon on them. There is also a sale fresh vegetable rack and also one for dented cans. And I need to live frugally because of NH's high property tax bills (which fund public schooling and I have no children).
May I ask why people have children that they can’t even feed? Shouldn’t they be charged with child abuse?
Did you know that sometimes people have children before they know they can't feed them? What about the children of the folks laid off and unpaid from the shutdown? So those folks should have prepared better?

This said, when my brother was in the Marine corps, he always had spending money every month. You do not get rich while serving in the military, but there is no way you can be poor or starving. They have food and housing provided. If they decided to marry young and had bunch of kids too quickly, maybe they only have themselves to blame.
