Sure he can. If the President wants someone gone, then he will be gone. The DOJ is part of the Executive Branch and Trump as President is the head.

Rosenstein really isn't big enough however for Trump to be spending much time over. Not nearly as much as the MSM has told the NPCs to believe. Whether he stays or goes is inconsequential to everyone but the "orange man bad" crowd. The resurrection of this dead topic speaks to that.
