I would think the essence of an "emergency" is something that just cannot wait. By deciding to wait, he may be showing it is not an emergency. You don't consider declaring an emergency, you just do it.


He might have a valid case if he were to declare a National Emergency that merely orders essential federal employees to be paid until a spending bill is passed.

He is only moving money around. The president can’t change laws or ban things so this is not a problem if a Democrat decides to do something similar.
