We are constantly being told that collusion is not a crime, so of course he wouldn't be charged with something that is not a crime.
He would be charged with crimes if he weren't president. The various states may yet do so, since they legally can. Trump would probably become and unindicted co-conspirator to federal charges.

Regardless of whether or not he conspired to collude we already know he committed felony campaign finance violations.
