That's a problem for Brussels, not for the United States.
Macron is on record advocating the supreme EU armed forces. Good for them. Have at it. NATO is a relic of the past with no place in the present, at least not for the US.
Again... if your objective is to lose influence over the world stage, then have at it. I don't think it's a good idea with Russia, China, NK, and Iran would be running the show otherwise.

NATO is an Alliance, agreed upon it's member states and ratified (i.e. signed). If you don't believe the other parties signatures, then the agreement is not in force. As simple as that.
