He can certainly make the speech from the Oval Office, but that will mean no grand entrance to applause, no playing to his base. Basically, no show. And Trump is all about the show.
Trump has a dilemma here. Hannity is encouraging him to make sure the shutdown is still going on for the SOTU, and Pelosi says if it is, no SOTU in front of Congress.

All the Constitution requires is that the President periodically inform Congress on the state of the union and proposals to be considered. The format is not specified.
Nothing precludes the President from providing a written summary to both Houses, speaking to both Houses, or speaking to one and sending a written summary to the other.

There is no requirement that it be a speech, but it is required to be given to Congress. Not the American people, and not the Senate, but the Congress as a whole.
Trump is free to address the American people when he wants, but he is not free to walk into the location of a co-equal branch of government and demand the right to speak there. And if he addressed solely the Senate, he would be in breach of his Constitutionally obligated duties as President.
