Over 500 milllion (a low figure - probably a billion plus) DOES mean they are back. It was stupid (or too early) for them to unify the Islamic World under One Fundie Gubment, but there are certainly enough people who want revenge against the West to keep them in business forever.
In fact, sometimes I think that is our policy - stir up hornets nests so we can spend a trillion or more per year on our Security State. No one ever stops to think about that attrition - we spend perhaps 100X or more as much as they do for "par"

Ya know, it really makes no sense how Trump, and now Pence, can fabricate total misinformation, and stand up there and say it as if it is gospel. Especially Pence. We have come to understand that Trump has no moral compass and spews out one lie after another, machinegun style......that is who he is, and nothing will ever change that...…..it is a sickness, and, in his case, incurable.
But Pence claims to be this upright Christian, with great morals and conviction. To see him parroting the same outright lies that his boss has said, and doing it with a straight face, is the part I do not understand. Every military expert, every military leader, and everyone who knows the reality, will tell you that ISIS is NOT DEAD. For anyone to say they are is utterly absurd.

Time to get your head out of the sand, or wherever it might be, and start accepting reality. Anyone who thinks a group like ISIS is beaten because they have lost some members does not understand ISIS and radical groups. You kill one, five more pop up.
