Wouldn't this almost qualify as solicitation to assaulting someone? Sure, she is instigating or provoking and a person should have the common sense to not take her up on her offer. Really, this offer sucks.
That would be two crimes.

Didn't they mostly send the 18-year-olds though? And didn't those happen to be mostly from the poorest families? Not until it began hurting rich families did anyone really bat an eye.
