It is a given that the President will sign the spending bill to ward off another shutdown.
Then he will declare a national emergency, which allows him to order the military to build the wall, and also to use funds from the military budget to build the wall.
No civil court in the land could stop this action by the President.
As commander in chief of the military, he can order the military to build the wall, and use military law to not only get the necessary funding, but also use military law in cases of eminent domain.
This will be a military undertaking, so no civil court would have standing.
From start to finish, it is 100% military authorization,and the commander in chief of the military has constitutional law behind him.

If you don't like it, perhaps you need to do a couple of things,
one, run for political office, and work for change, or two, petition your political reps to amend the constitution.
The constitution is what gives Presidents these powers, regardless of who is President.

I would have answered but you don't seem to understand that it was trump that held America and Federal workers hostage ..........he has admitted to it,proud of it. Trumpettes seem delusional to any real facts so we understand.

Also, despite the national emergency, Trump and the Mrs. flew off for yet another Mar-a-Lago golf getaway.
