The people collecting the free money don't have to do anything...not even give interviews to the study. They will get extra money when they consent to interviews.

A downside to this is if Chicago starts this citywide for all people in poverty it would increase their city expenses by 36%...and the city already has massive debt problems...while refusing to raise taxes and fees as they are already too high...or at least until they get reelected with upcoming elections in a couple weeks.

IMO too many moral hazards.

I'd much rather see $1000 off per month of OOP medical expenses.

Give away programs do not enrich the recipients
The shame of getting but contributing nothing to your community is the breeding ground of resentment which turns into hatred looking for a host
The underlying false belief is if you have the same resources as your affluent fellow citizens you will have their life experience
Without any change in how you live your life

Be careful. Many say it is bigoted to claim that the poor are poor due to internal reasons like poor choices as opposed to outside reasons like a corrupt system.

The "system" isn't corrupt. But poverty is often perpetuated by the vicious cycle of lack of opportunity afforded by certain economic & geographical factors. If you're raised in the ghetto or trailer park where there are no jobs, and don't have the money to get to the jobs, you're stuck where you are- both figuratively and literally.

In regards the OP- Marx himself (that's Karl, not Groucho) predicted the fall of communism when the workers realized they didn't have to work hard to share with those who did.

Isn't Operant Conditioning the very first lesson in Psych 101?

I've often wondered how it would work out if, instead of fragmented programs like food stamps, Medicaid, rent assistance, we just gave $xx bucks as cash to each recipient and made them budget their money individually. Then, after blowing most it on hoes, alcohol and drugs and the rest of it on stupid stuff, the unwise spender would be forced to beg from his family, friends & neighbors. He would then be subject to community pressure to mend his philandering ways.--More effective than a condescending Big Impersonal Govt?

Yes, I saw the video. Handing out money is not the answer. It just enables deadbeats to remain deadbeats.

The proposed Guaranteed Income Experiment is a long way from being a reality in Chicago.

These studies have failed each and every time they've been tried since the 1960's. All they're good for is a waste of tax dollars.
