No, 55 miles of fence are in the funding he will sign. Declaring a national emergency will begin the lawsuits immediately. Nothing will happen. But keep believing. Trump is counting on his supporters not to understand this reality.
And won't the Democrats have fun with this precedent when they return to full power? I see a national emergency in healthcare in this country. For starters...
