Well, judging from that article, it is strictly a legal matter: was her father a diplomat when she was born, or not? If not, she is a US citizen and as such she has the right to return. But of course she might be accused of certain crimes...

Even if she does have citizenship I think joining a terrorist organization that has declared war on the United States would be sufficient justification for revoking her citizenship.
