Nope! Top Secret clearance doesn't let you see everything, Many secret projects require that you be added to the list of those cleared to know about it. And there is a category of these that only the chairpersons and ranking committee members of the senate and house appropriations committees, and armed service committees are told of.
These 8 people are the only ones required to be informed. Notice how not even the president is on that list? Now conspiracy theory fan that I am I would love to create a back story about who these people are, and what they all have in common. It would be fun.

The qualification is that the President of the US thinks you need one and are trustworthy.
There simply is no higher qualification.
Practically all those near to the President need a TS clearance. And the staff should avoid showing people stuff they do not need to know.
But the President is empowered to seek aid or advice wherever he choses. And again if you don't trust him do not elect him. After you do his judgement over powers all else and must.

I think Trump shouldn't meddle in the security clearance business, but it is odd for someone in Kushner's position to not have clearance. He is representing the US in negotiations with important tyrants of the world and he needs to know all the secret dirt, I am sure. For instance, when the CIA was briefing Trump on how their buddy MBS strangled and cut up Khashoggi, it was probably a little awkward that Jared had to leave the room because he didn't have clearance. So daddy fixed it.

But hey--I'm sure all the people claiming Trump should have that power would be fine with Hillary Clinton handing out security clearances to all her relatives and in-laws.

I know this is a shock....but the president is not our god. We can call something a horrible idea. We can criticize the president. AND we have several other co-equal branches of government.

Actually on matters of national security he is our "god". And the department heads are sub deities. That is how it works. And the idea that the President has senior advisors who he trusts who cannot see the information is completely idiotic.
It was utterly absurd when they went after Clinton. Trump is 10 times worse. If you cannot trust the President to pick advisors who are trustworthy exactly who do you trust? Some CIA insiders buried in the caves of the intelligence community? How stupid is that?
They obviously passed their FBI background check... which took a year after they filled out their paperwork. Guess they (FBI) didn’t find anything that would would be grounds for denial. What else ya got?
