Obama. Here's the "Dear Colleague" letter issued jointly by the DOJ and Dept of Ed. Pay particular attention to the edict. It's based only on one's own self-selection. No documents or medical proof of diagnosis and/or actual gender transition required. That's how anatomical males have gained access to girls' school multiple occupancy locker/shower rooms and less likely, vice versa.
