Gingrich, then Minority Whip, flipped the House by attacking Clintoncare and Whitewater. The House, under Republican control for the first time since the first two years of Eisenhower's Presidency, made Gingrich Speaker. The Senate also flipped from Democratic to Republican, so Bob Dole went from Minority Leader to Majority Leader. The 104th Congress shut down the government twice, making Gingrich unpopular with voters, but Clinton then agreed to welfare reform and media monopoly deregulation. At the end of this Congress, Dole ran against Clinton for President, but Clinton won a second term and Dole retired. Gingrich would remain Speaker for the 105th Congress.
