You haven't the slightest idea out of the millions of times a day someone has an interaction with a police office and out of those how may are "bad" interactions.
Are there bad cops? Of course there are but, the numbers are no where near what you think they are.

Whether these cops were being racist and whether modern police tactics and procedures are appropriate are two different issues. The two topics do not mix well and you don't tend to get very rational answers when people try to discuss them together.
