So the DoD should not address rising sea levels? What is making them rise is irrelevant to their mission and exactly as the engineer stated, "for others to address". We would think it quite stupid if the Navy were not addressing sea levels when building installations especially since they have been collecting the data since the 20's at Norfolk.

well....two of the biggest naval bases are Pensacola and Key West

Sea level rise in Pensacola is 0.79 feet in 100 years...
