Conscription is just another word for a draft. I guess 50 years of voluntary service has been long enough and now they want signing up to be compulsory again.

Red Dawn is arguably the most libertarian movie ever made, because it shows how people voluntarily came together to protect themselves, their families, and their property. If you recall, the characters in that movie were almost all high-school age, and included females, so they wouldn't have had to register for the draft.
The point is that people will defend what they love regardless without having to be forced to sign up for a government list.
