When intelligence monitors a Russian agent, if there's an American on the other end of the line, that American becomes an incidental target or intercept. If anyone associated with a presidential campaign doesn't want to be an incidental target, then don't pal around with Russian agents or borrow millions from neo-mafia Russian oligarchs. You're correct about the "incidental target" or intercept allowing for the monitoring of American citizens but two very very unusual circumstances related to this concept were going on during this entire operation. There are two names according to the left''s so called "conspiracy theorists" like Dan Bongino for example (who has among others nailed the hoax conspiracy so far btw) that the FBI is desperate not to have the DOJ look closely into. They are likely the keys to the entire counterintelligence investigation and whether it was completely legitimate or an elaborate but illegal conspiracy by our intelligence agencies to setup the Trump campaign.
1) There's a law that the FBI must follow before a FISA warrant to spy an American citizen can be legally obtained called the Woods Procedure. It was ironically written in large part by none other than Robert Mueller himself. The FBI is desperately trying to convince everyone that the Downer/Papa D drunk bar conversation started their entire investigation. The problem is that both people involved deny the whole "Russians have dirt on Hillary" statement was ever made. One of the other major players involved in trying to offer dirt/setup Papa D and that is alleged to be a Russian spy is by his own lawyer's testimony is not a Russian spy and is alleged by many to actually be a Western intelligence asset aka a "friendly". In other words, either the FBI was allegedly working with a foreign (but friendly) spy to compromise the Trump campaign thru Papa D or they were inexplicably working with an actual Russian spy. A Russian spy they still haven't charged with a crime and who has also conveniently vanished into thin air not be be heard or seen from since.
2) If the FBI/CIA/DOJ/etc was so concerned that Trump's campaign had been infiltrated by Russians why on earth didn't they go to Trump and warn him? That's literally the whole point of a counterintelligence investigation. You let the presidential candidate know who on his team may be compromised so that he can cut them off and then follow them to "counter" the Russians to gather intelligence on what they're up to. Not warning the Trump campaign makes no sense at all unless the goal is to use information gathered from spying against Trump at a later date. Warning Trump would have tipped him off to their concerns and would have led to him cutting ties with any Russian associated bad actors that were trying to meddle in our elections.
McCain was warned early on in the 2008 presidential campaign when the same Russia collusion hoax was tried on him and therefore it didn't go anywhere. Trump wasn't warned which begs the question why?
What if Trump is right though, cause Mueller's investigation hasn't seemed to find anything, so why would Mueller even want to investigate him when he doesn't seem to have any conclusive evidence? Is Mueller doing it as a personal attack on him, or what could his motive be, for wanting to investigate for so long and so hard, only to desperately not turn up with anything again and again?

Trump was told by high level FBI agents to be aware of Russians trying to infiltrate his campaign. It got plenty of media attention.
