Barr is Mueller's boss and friend. So it's not unusual that he would hesitate in speaking negatively about his boss especially given the media feeding frenzy around this investigation.
Mueller says in his report: "(T)he conclusion that Congress may apply the obstruction laws to the President's corrupt exercise of the powers of office accords with our constitutional system of checks and balances and accords with the principle that no person is above the law."
This is on Barr, not Mueller.
I thought the NY Times article debunked its own headline further down in the article? They have a habit of doing that. Sounds like the problem is Mueller doesn't like the way the presstitutes are treating him, nothing to do with facts in the report.

Well the Special Counsel not verifying their statement is a good clue. Robert Mueller taking the action of memorializing his views in a letter...which is now out in the open is also a good clue. What I am getting out of this story is that Mueller is pissed and Barr is toast.

Mueller's letter was dated 3/27. Barr testified before Congress on 4/10 that he did not know whether Mueller agreed with his "summary" or not. Barr committed provable perjury, and Nadler just tweeted as much. Read it for yourself.
Barr has his DOJ doing a wild dance trying to get out of the fire. He won't make it.
