Municipalities, counties and states can begin locking these people up in asylums, where many of them belong as they are not mentally well enough to live alone. Their existence on the street is a danger to themselves and others and we should be ashamed of ourselves for not investing in mental health care in this country. Of course, this issue persists, because the psychiatric community holds to an orthodoxy that committing people is generally immoral, despite what the evidence shows.
All the state has to do is acquire the land, build, equip, clean and secure the asylums, staff the asylums, regulate the asylums, feed and clothe the patients, medicate patients willing to be medicated, provide healthcare for the patients and on and on.
And when they turn into the hellholes most state asylums were.......
States began closing asylums 60 years ago because of lack of funding and political embarrassment.
The homeless have lived almost exclusively by the river here for many years, which was fine until now. They had a whole familial like community and were in sync with social services, some would move from there to shelters or accept help from the volunteers who regularly visited with clothing and food. Some lived and died there. To us they seemed more like off grid hippies and were part of the landscape. Now we are all at war.
Don't you just love walking out onto your porch to have your morning coffee and seeing a homeless man taking a dump on your lawn?
One way to deal with this might be Night Soil agriculture, as a "renewable" source of income for the otherwise utterly destroyed future San Francisco, Seattle etc. etc..
The ACLU can gently coax the homeless out of their heroin comas and ask them to help with collection and processing. And, for our Mars settlements , it is possible to use human waste for fertilizer!

I tried to find it but there was another article about a guy that turned himself around there. There is a bridge that goes over the Kanawha River. There were two homeless camps. On one side were people that were largely there because of drug addictions. It was a sad place. I would take down warm clothes in the winter but it wasn't a place you would spend much time.
On the other side is the camp noted above. They did not allow drugs. Many had jobs. They had a small garden and a place they raised chickens. Some would invite you into their tents. Some just wanted left alone. I have to give this area credit. There are many trying to help homeless people out.
There have been complaints by business owners about sidewalk homeless here but the city cannot pursue because ACLU has warned them. And they win these cases. Hands are tied.
This seems to be happening in Hawaii/Waikiki almost every day. Disgusting mess.
How closer to the horrors of homelessness is the ACLU bringing already struggling small business owners?

10-20 years from now this will be so bad nationwide that even the leftists will be so angry that we will build concentration camps or something in the desert and be done with it. Scary things happen when millions become furious at a small percentage of the population....and the blood will be on the hands of every leftist who refused to crack down on this now.
IMO, tough love is the answer, without the lib/ACLU's lawsuit threat hindrance.
Not interested in carpeting every square foot of sidewalks in the nation with liberal-accredited pathogens.
