It was a marketing strategy around 1915-1920 to change Americans to start viewing female armpit hair as offensive. The shaving companies wanted to get more customers. Americans hadn't viewed female armpit hair as offensive, so the marketing companies launched campaigns to teach that it was offensive.
It's only been the last decade or so, that men have been urged to shave their armpits. Again, to serve the interests of shaving/hair removal companies.

Shaving goes back to ancient Egypt when they used flint and then copper blades. Since that time, fashion has gone from hairy to shaven back to hairy and then shaven, etc. It's a cycle that isn't new.
Some of what women were doing in America with regard to shaving had to do with the changing style of clothing. As more skin was shown, shaving became more popular. And yes, companies capitalized on that.
It's a cultural thing. In France they wouldn't look twice. Most people here aren't fond of it, I don't think.

It is important to me. I'm not offended by hairy pits or hairless pits, but it was a result of corporate marketing. If it had more to do with skin and sleeveless fashions, then European women would have been shaving decades earlier as well. And most Americans today find female hairy armpits disgusting, but men only started shaving their pits about a decade ago, and a substantial number of men still don't.
