State of Emergency is normal during disasters,civil unrest or armed conflict.
congress can terminate an emergency declaration with a joint resolution signed into law.
Legislation was signed by President Ford Sept14,1976

Since February 15,2019 27 have expired while 32 are in effect with each being renewed annually by the president.
Current dating back to 94 by Clinton concerning weapons of mass destruction,terrorists,prohibiting transactions with
terrorist countries. Theses are mostly sanctions.

You don't have to do anything wrong to be impeached. It's not a legal procedure, it's 100% purely political. Please refer to Federalist Paper #65 for more on that, as Alexander Hamilton explains it far better than I ever could.

So what Pelosi, and she alone really, has to consider is how worth it impeachment is, knowing full well the Senate won't remove Trump from office, just as the Senate refused to remove Clinton after he was impeached by the House. She knows, for instance, that while Republicans got their "oh yeah, we impeached him!" jollies, they also jumped his approval rating 17 points, made him look like a sympathetic victim, and gave the Democrats the ability to say they won the larger war.

Exactly all of those things will happen here, and Pelosi knows it. They may very well successfully get those articles of impeachment passed and the refer it to the "judicial" Senate to hear their "case." But the Republicans will win the larger "it was a witch hunt" war, Trump will look like the victim and he will gain approval rating. It's a guarantee. And just like during the Lewinsky thing, the House will wrap it in lofty sounding legalese, but like then, we all know it's simply a matter of wanting to stick it to him, somehow, anyhow, whatever.

Clinton got impeached on perjury and obstruction, but it was about the GOP not liking him and drumming that crap up out of nothing. Trump may get impeached over something similar, but plain and simple, they don't like him and are making crap up. That is their prerogative, since the process is, again, purely political. But Pelosi has to decide, is the long term damage we do to ourselves worth this little historical footnote?

The Mueller report is in the public domain. Minus 370 lefty prosecutors and the Democrat-media complex, everyone knows there was no collusion, no conspiracy and the most likely real crime was the whole FBI/CIA/DNC cabal illegally spying and conspiring to either stop his election or get him removed from office if he somehow won...which is why AG Barr is currently public enemy #1 for suggesting he is looking into how Mueller even got started up in the first place.

Pelosi knows all these things. So she makes speeches, but hasn't let it go much farther than that. She may surprise me and be less clever than I give her credit for, and actually move forward with the 2020 political suicide of impeachment, and the only reason I can see is that she accepts 2020 for the loss it is and wants to get the impeachment footnote, given she had them losing anyway, so why not get it? They are losing 2020 either way, so she has to decide how they go into and come out of that loss.

Sorry but 'bad' behavior doesn't get you impeached. Look at Gov. 'Coonman' Northam - bad behavior but still in office. Bill Clinton didn't get impeached because he was diddling interns in the oval office, he got impeached because he lied under oath.

Man, I am getting really sick and tired of the hypocrisy of the Democrats. Check this out. Almost seven years ago to the day, Obama and Holder did the EXACT SAME DAMN THING and the very SAME Democrats that are crying 'crisis' now came to the defense of these acts then.
