Depends on the circumstance. If the attack is necessary for defense of US and US assets and acquiring congressional approval would be so timely that lives/assets are in danger, then no. Otherwise, sure. At least keep congressional leadership in the loop the whole way through.

This is the answer. If he is acting to defend US forces or allies in imminent danger then absolutely not. If he is acting in retaliation for an attack upon our forces then No. No matter what though he should consult with Congress after he has done something like that.
If he is planning a long term intervention, conflict or invasion of Iran then he must consult Congress for approval. That is the constitution and he is obligated to do it.

Yes I voted for Trump,Yes I support Trump but I also supported the NON INTERVENTION he spewed during the campaign hiring that crazy neocon Bolton was a HORRIBLE choice. Unfortunately Americans love war it seems and starting another war with Iran won't sink his reelection chances if he does it.
Trump should fire Bolton. That would convince a lot of skeptics that Trump meant what he said that he wouldn't get the U.S. involved in any military conflicts. And people all over the planet would breathe a sigh of relief.
