They should be focused on the much bigger things we are doing....

(1) including Mars (of which the Moon is a part), < space program dim wits
(2) Defense and
(3) Science!

Well that conclusion is wrong too.

A mission to Mars does not require a moon base or going to the moon first.

That would actually delay a mission to Mars further.

My conclusion was that either he doesn't have any more of a clue about government agencies and the solar system than he does about anything else, or his English isn't very good. What other conclusion can be drawn?

Any chance the President meant that a mission to Mars should be a part of our currently-planning mission to the moon?

Naw. The rabid Trump-haters must be correct in thinking (wishing) that Donald Trump believes the moon and Mars to be the same celestial body.

Or that a mission to Mars would require much the same research, preparation, testing, effort etc. as a mission to the moon, and therefore the two are similar.

And his statement that we already went to the moon 50 years ago, probably indicates that the mission should be focused on Mars this time.
