He is talking about the space program -- moon and Mars are both part of it.
My conclusion was that either he doesn't have any more of a clue about government agencies and the solar system than he does about anything else, or his English isn't very good. What other conclusion can be drawn?
What he means is that a manned-mission to mars would require a base on the moon to launch from.
Or that a mission to Mars would require much the same research, preparation, testing, effort etc. as a mission to the moon, and therefore the two are similar.
And his statement that we already went to the moon 50 years ago, probably indicates that the mission should be focused on Mars this time.
