This is truly scary. Even if you don't buy these new energy efficient windows, your neighbors might. If you live in the country and don't have neighbors, you might start a forest fire!
So if they burn down your neighbor's house or set their car on fire, it's okay?
The low-E windows aren't triple glazed.
The low-E coating was invented to replace double and triple glazing as a cheaper way of getting the same insulative qualities from a single pane window.
I'm not at all sure sun reflection from them is the cause of starting fires. I once bought a big low-E storm window to replace an old one and while it did its job very well, I never felt any intense heat coming off of the sun's reflection.
Granted, that's just my anecdotal assessment, but I think the article was also anecdotal. I saw nothing about any scientific testing to back up the fire claims. There was only the testimony from some firemen and a few measurements the guy took from a few windows.
What the guy didn't mention is if any of those windows he tested the temperature on had started a fire next door. I tend to think that if a window had anything at all to do with a fire, it was only one part of a bigger combination of factors that started the fire.
Those windows have been around for about 30 years or more now. It seems to me that if the windows were big fire-starters, city fire codes would have prohibited or restricted their use by now, as insurance companies are all very quick to discover the causes of any house fire.

If they were focusing the light it's certainly possible, call me dubious. They have trouble with a couple of buildings but AFAIK they all had radial shapes are were focusing the light.

The increased CO2 from the house burning will cause "global warming", so it is a wash.
Libs are some very peculiar individuals.
Here's a great idea for the libs- no windows at all and it will be completely "energy efficient". You can have fake windows that are just a projection of the outside world hanging on your walls.
BTW- Why have libs not given up central heating and air conditioning? That really contributes to "global warming".
