Sure one can if they have a lick of sense. (Or are not gullible or easily swayed by ridiculous conspiracy theories. ) Some people don't need a motive to strike out if they are nuts. Look at Trump.

Who would pick a black male, former military, current engineer, clean record, uses a hand gun. A good conspiracy theory have at least some truth mixed in to hang the BS on.

I think that for some of the shooters, you are correct. But almost all of them aren't joiners. They're lone wolves, and lone wolves don't often join conspiracies.
I don't think they all have the same motivations, though. Some are simply crazy, while others have a grudge that is personal, and still others want attention.
The overall effect is certainly psy-warfare though, as over the years, the shootings have increased so much. It is now domestic terrorism in my view.
In the past, using a bomb was the way most most domestic terrorists favored, as planting a bomb gave the bomber a chance to escape un-noticed. Bombers tend to be conspirators- Tim McVeigh is a typical bomber.
But shooters tend to be lone wolves. Loners who isolate themselves and keep their plans secret from everyone. A few shootings have been done by a couple who were married, or by a couple of kids who were close friends, but almost all of them have been done by people who are entirely isolated from society.
It's very hard to make a conspiracy without a group to conspire with. Conspirators want to get away and live on afterwards in America. We haven't had very many conspirators who were suicide bombers since the turn of the 20th century, and back then, they were almost all recent European immigrants.
Our home-grown conspirators much preferred to live on and plant some more bombs than die by suicide during their first bombing. Those who did die were mostly through accidental detonation. Some, several, I think, did get away and are still free and living today after 50 or 60 years. There were a bunch of KKK conspirators in the south that were never caught after bombings during the Civil Rights movement.
But these days, the terrorists don't want to escape, and they want to be known for what they do. Very few of them even try to escape; they prefer to die in a blaze of gunfire instead.
How do you for sure they have been 'lone wolf types or loners'?
For all we know, that label could be completely made up/fake...just so the shooting 'fits' into the correct slot.
About the same number of people died in Virginia Beach than Parkland. Many shootings have killed more people than were allegedly killed in Parkland yet THAT shooting has the most coverage, more than even the Las Vegas attack which killed far more people. The shooting at the church in Sunderland Springs also killed more people.
One reason Parkland gets all that attention is because those students are engaged in liberal activism in a way that agrees with the media's agenda. The country fans in Las Vegas, the residents of Sunderland Springs and Virginia Beach are more conservative and don't blame guns so there's less coverage. Parkland and Newtown are already very liberal places and its not the shootings that galvanized them into liberal activism, it was more of a spark that got them to act on their already liberal tendencies.
The Charleston church shooting also got a lot of coverage as it allowed the media to paint the portrait of a racist America, of dangerous alleged Trump supporters and to attack the Confederate flag and Southern culture. Now on the record I do believe the Charleston, Sandy Hook and Parkland shootings really did happen. I'm on the fence about Virginia Beach. I do think the Las Vegas massacre happened but was commited by the federal government, not by Trump directly but by agents of the deep state seeking to undermine him and his agenda, perhaps with the cooperation of the media.
