Black is a color or isn’t it the absence of color (or is that white)?

The cultural sensitivity we have shouldn’t dictate the definitions and usage or reasonable words that are in the vocabulary.

True. In my lifetime, it's gone from "colored" to "Negro" to "Afro-American" to "African-American" to "black" to "person of color."

Also, another description has gone from "Mexican" to "Chicano" to "Latino" to "Hispanic" to "Mexican-American" and sometimes "person of color."

"Indian" flip flops back and forth with "Native American."

"Asian" has replaced "Oriental." I've heard people from India refer to each other as "colored."

"White" seems to remain pretty steady, though I've heard "Anglo" used a lot in the U.S. southwest.

So, what terms are deemed non-offensive today? And how long will those non-offensive terms be acceptable?

What you are missing is that person of color does not describe a single group. Its a claim of being part of a political coalition of groups that are not seen as white. It is not interchangeable with black, it is blacks and Latinos, Asians maybe Arabs
