I haven't seen him say he misspoke. He said "That wouldn't happen under my auspices" (whatever that is supposed to mean).

The first 2 are easily as plausible as interpreting "that wouldn't happen" as "we won't spy on North Korea". He never said "we will not spy on North Korea" which is what the entire leftist media stratosphere claims he said.
