It hurts some sectors of society while others benefit. It definitely hurts exporters.
And Trumps tariffs were supposed to bring jobs back to America, but instead American companies are simply moving their China manufacturing to other countries. Example, since Trump's tariffs began American imports from Vietnam have risen by 40.2%.
