Most of China's "allies" are already weak and poor. If you control the natural resources and/or infrastructure of another country, then you get quite a bit of power over the entire country. And if the Chinese were doing this just to help Africa, it seems like they would hire some Africans to work for them, instead of bringing their labor all the way from China.
It also doesn't seem like, if they were just being nice, that they would have bugged the African Union building they built in Addis Ababa, Ethiopia. Yet, microphones were found hidden in desks and walls, and all African Union computer network information was transmitted daily for over five years to servers in China.
