Perpetual violent offenders are now a protected class in Portland, free to maim and injure the public. Just like the innocent woman in this story:

Beyond disgusted. Portland prosecutors and judges are failing innocent victims.

So he has 18 misdemeanor charges and was not convicted on many of them? It would help if specified what kind of misdemeanor offenses they were! Now if it 18 felony charges and he was not convicted on many of them, then one might wonder why he was still on the streets.

Couple thoughts:

1) That should be felony assault, if the report got the charge right it was ridiculous.

2) Says he has mental issues but he made a get away showing he isn't crazy in that sense.
Looks like he might have hit her up for money or something, if you watch the video there was some sort of coversation.

3) Sad situation that half a dozen guys there (and there were clearly a number of young guys) didn't do sh*t. Guy looking over his shoulder as he walked away. If he'd done that in Philly, he'd be the guy in the hospital with broken stuff.

I will add that more n more women are stepping up to the plate to protect or defend. I would have seen it some thing would have been flying - purse -keys -boot towards his face or groin
