It appears to hit crisis mode in the last few years and started getting out of control.

It started way before then but was it this bad 5 years ago? What happened in CA to create this situation ?

Yes it did start when Trump became President or should we say that is when the problem really came to light the complaints got traction and notice. I'm sure sometime in the future the failing filthy Democrat run cities will somehow be Trump's fault.
