It's really simple, Clinton benefitted by massive tax revenue due to the dot com boom and the influx of capital due to people investing in 401ks.

If you look at spending, it always increased during his years.

Neither party is willing to trim fat or balance the budget.

Saying Clinton was responsible for a surplus is like saying the guy whose uncle died and left him $2 million worked hard to become a millionaire.

You can split hairs on the budgets during the Clinton administration, but without doubt he is the most fiscally responsible president during my lifetime (I was born during the Reagan years).

Have you read his book “My Life” ?? He was actually quite passionate about fiscal responsibility. It seems hard to believe now but there was actually bi-partisan support during those years for balancing the budget.

I used January 20th as the start and end date of each year due to when the inauguration is and rounded...that is a lot of losing for a long time.

Annual total debt added, keep in mind that there is spending outside of the "budget" so it is possible to add more debt than what the "budget" adds. Both Bush and Obama criticized off-budget expenses and then of course did it more than the previous guy.
