Thats not true. I mean it is true of many, but there are also some who are destitute through no fault of their own. When you work in a factory for 30 years and your entire retirement is married to that business and it suddenly folds, you are screwed.
You might have been one hell of an operator, but outside that company there will be few opportunities.
That isn't the individuals fault.
I grew up on a dairy farm. Loved it. I didn't love it enough to be poor. Unless you have a huge heard and paid off land. You will struggle on a farm. The costs for equipment has skyrocketed. Only huge corporate farms can really manage without going further in debt.
Farming is hardcore manual labor. You can't expect a mother of 3 to go bale hay and clean barns.
That teen mother whose family threw her out for getting pregnant. What is she to do? No support network, no marketable skills.
The right thing is to, as part of her assistance, teach her a trade.

Well, a little eccentric post, but yea, never understood those who struggle in these absurdly high cost areas, when they can make the same income in a much lower COL area and live better.
I am not talking about the 23 year old grad trying to climb the ladder, living in the metro area with such opportunities, I am talking about the dude who has no skills other than retail, serving, etc, maybe a family, yet will struggle for their entire life living in a high COL area.
