I was really hoping against hope that he will put a clamp on H1B from India but looks like the opposite happened.
So millions of Indians are the experts in these? LOL. There's a perfectly valid case to bring in the top 5% but not to flood the market with mediocrity.
That's what we're doing... bringing the top talent into our tech companies. Obviously there's more Indians and Chinese that have the talent than Americans.
The truly outsourced jobs are taking advantage of the cheaper labor in India absolutely.
But the visas that are employed and live here? Salaries are pretty equitable.
How would you even know the salaries? Increasing the labor supply obviously drives wages down anyways. This is what liberals ignore time and time again. There's room for mediocrity as well. There's a shortage of even basic scripting skills needed for writing test automation and the like that it is very difficult to find.
A single semester of coding would give many people that skill, but there just aren't enough people interested in doing that.

A news story like this should energize you to encourage any youth in your life to look into it as a career rather than just rail at the fact we're having to import because there's a shortage.

This is the thing. We have enough people competent enough to do these low skilled jobs, but they aren't in the market for it. No one wants to mow lawns, put down concrete, or work with MS SQL Server. American's think they are too good for these jobs and then our corporations go and abuse the visa programs.
Ask anyone in the industry the “highly skilled” Indians being brought here on these visas aren’t qualified, they are using fraudulent degrees, overstating their skills. They are being brought here for one reason because they are willing to work for peanuts. Mostly because they see it as a pathway to getting a green card/citizenship.
I worked in the industry for quite a bit of time before switching careers. If you don't think SI engineers are vetted before being handed there well-into 6 figure salaries, you are mistaken. As another poster mentioned, many of them are IIT graduates... that speaks for itself. Also, you're out of your mind if you think these salaries are peanuts... are you making millions?
Nobody has a problem with highly qualified engineers coming in. The issue is this bill opens the floodgates.
We need to vet everyone that comes in. Also, staffing agencies and consulting companies should have extremely limited access to visas.
