Not anywhere I have lived. I think everyone knows that October 31st is Halloween and that's when it is observed. I've never seen any attempt to move it to a different day on a weekend actually work -- trick or treat still takes place on the real day. The holiday has a life of its own and you just expand it further by holding some sort of artificial weekend celebration. It is tied to the religious calendar so who do we send the petition to?

Since it's so close anyways, Halloween should be moved to the first Tuesday following the first Monday in November and give everybody the day off

Actually, like Christmas and Easter, it's an old pagan festival that the Roman Catholic church co-opted when people just refused to stop observing it.

Whatever. You don't need a petition to celebrate it any day you choose. Right here in America, some Greek Orthodox celebrate Christmas in early January. They don't need anyone's permission to do that.
