Whatever. You don't need a petition to celebrate it any day you choose. Right here in America, some Greek Orthodox celebrate Christmas in early January. They don't need anyone's permission to do that.
It's part of the Christian Calender, and nobody is saying that the US has to observe it, like they do in other Christian countries.

Indeed the US doesn't have national holidays at Easter on Good Friday and Easter Monday like most Christian countries.

As for pre-dating Christanity, there are a number of theories relating to the Celts and Romans, although Samhain is probably the most well documented, and the fact other countries have been celebrating these festivals for so long means that the US can please itself, to the rest of us the date, religous asnd pagan context and traditios have some meaning beyond horror films and tacky Halloween merchandise.
