Congress explicitly authorized such transfers via the National Emergencies Act. That you don't like it doesn't change this fact.

Utilize every bit of tech at our disposal to make it a truly impassible barrier. Make the whole idea of getting here to begin with look so impossibly difficult, they simply stay home. Then, IMHO, you increase our legal immigration quotas and massively simplify the naturalization and citizenship process. We get it. Migrants want to come here. The USA is awesome and their countries absolutely suck. Any sane person already knows this. So completely shut down the illegal ways of getting here and make it easier to do it legally.

PS: The whole thing gets 1000% easier if you decriminalize all illicit drugs and put the drug smugglers out of business. Then you can fully focus on illegal human trafficking at the border.

Im pretty sure that Presidents and elected reps have been using Taxpayer money for pet projects for a lot longer than Trump has been in office.
