Cummings is a bigger racist than Trump. Not only that, Cummings has been a fixture in Congress forever and hasn't delivered anything for anyone. Trump has.
Does he ever use these sorts of words when he bashes white people? It is rather...curious, as certainly he could try to use it against people like, say, De Blasio and Pelosi if he wanted.
