A reason why some people might see it as racist is that Trump has a history of seeing various inflammatory remarks to non-White people. However, he has said inflammatory remarks to other White people. Of course, not all inflammatory remarks are racist.
And he's calling out a Congressman who called out another part of the USA while completely ignoring the needs of the district which HE represents.

Trump is the President of Baltimore and ever other city in the country. What he did was uncalled for and showed how much of a man-child he actually is. Completely disgraceful.
