They were a Spanish Colony, and like most former Spanish Colonys they are behind most former English Colonies, but are still vastly better than some former Portuguese and French Colonies.

I'd be ok with PR becoming a state if Texas was allowed to split into at least one other state to offset the likely Dem votes gained from PR statehood. Otherwise, no. The imbalance it would create is not something I could support.
