There was security all over Gilroy. Bet there's a no gun policy at WalMart. Most stores in Houston have a no firearms sign at the entrance. Won't stop the ones in a handbag.
But in the heat of the moment a citizens who pulls out a weapon to stop a shooter could also be mistaken for a shooter.

I'm a bit shocked that this happened at that Walmart.
Three years ago, I turned off the feeder and into that mall. I intended to go to the Apple Store there (at the time it was the only one in Texas that I hadn't been to) and get a bite to eat. Perhaps spend an hour or so. I had a tire blow out right as I was turning into the mall. I have AAA, so I had them tow me, IIRC, to the Sears there. They didn't have a tire that would fit my car, but they did have tire sealant, so I was able to buy and use that to get to a place a block or two away that had a proper tire. That place was backed up for most of the day, but they promised to get to me. They did..but it took the whole day. I spent the whole day walking through that mall, walking through that Walmart, etc. I always felt perfectly safe, but I'm a 6' 3 1/4" male, and at the time I weighed a lot more than I do now...probably 240-250 back then.
I went to school in Houston in the early 80's and there were reports of teachers and students being shot and it never made the national news. It is as old as time.
Old as time doesn't disprove what I wrote. The mass shootings in the 1990's weren't anywhere near the mass shooting of 2019, and we're only a little over halfway through the year.
If all law-abiding citizens were allowed co carry a concealed weapon, and everybody knew they could, would someone planning to shoot up a Walmart be just as likely to go ahead anyway?
Most people still wouldn’t bother carrying, but a few would. And the shooter would’t know which ones in the crowd, they were.
Some of the shooters would likely change their minds and not do it in the first place.
And how many lives would be saved as a result, without a shot being fired?
Horrific. Tragic. Infuriating. Damn this shooter who hurt so many innocent people who did nothing to him.
