The shooters know that if they survive and get arrested they get an attorney, a psychiatrist, a private room, three meals a day, and free medical care.
In the unlikely event if they get the death penalty all of the above will continue for the next 15-20 years or longer.
Modern civilizations, the US and Europe, are not willing to wipe out evil the moment it appears, and we all pay the price, be it untimely death or living in fear.

I've already pointed out that only 2% of Texans are licensed to carry firearms, and according to surveys, less than half of them every carry.
So there would have been no more than 30 people possibly armed in the store, if there were 3000 people shopping.
Now, if you break down the population, it would probably be fewer than that. Of the 2% of Texans with licenses, for instance, most are white males and most of the rest are white females. And they would have to be adults--many of those 3000 were children.
That probably makes the percentage of armed people in that particular Walmart far fewer than 30. There may even have been no more than two or three, somewhere in the store.
And as conversation in this thread has also already shown, most of us who do carry, carry only for personal and family protection, not to act as the Lone Ranger to the general public.

What it is, is reality. Everyone is a John Wayne until the sheet hits the fan. Go to a shooting range and watch the would be Rambos. hey have to look for their safety. They spray a large target, no group at all, which means no control. They are the ones who like to say, "I don't need Karate, I know Smith and Wesson."
The reality nobody except maybe a combat Veteran can honestly say how they would react in an active shooter situation. We all like to believe that we would rise to the occasion. The fact is most won't, at least not every time or even most times.
I love to shoot, but never carry. I have always lived in low crime areas. Never had a need to carry.
I am interested to know why the shooter traveled so far and selected that Walmart.
Rumors have been swirling around the internet for hours now, but I wanted to wait until it had been verified.
And it's now been confirmed: El Paso Police Chief said in presser that local and federal authorities are looking into a "manifesto" posted by the shooter, in which he rages about Hispanics invading Texas and a hatred for brown people.
The shooter posted this manifesto to 8chan, a far-right extremist group frequented by White Supremacists.
The shooter was not a brown Muslim man or an illegal Mexican, but a homegrown white man that hates minorities.
President Trump wants to label anti-fascist activists as terrorists (even though no one got killed by one) and yet completely ignores the threat of right-wing terrorism out there that has already caused the deaths of hundreds of Americans within in the last few decades.
And that bill would have prevented this shooting? All others?
No. But eliminating all semiautomatic weapons from private hands and legislating a maximum five round capacity for firearms would have gone a long way towards it, had it been done directly following Sandy Hook.
If you hunt waterfowl, you have to plug your gun so that it only holds three. Obviously Congress thinks ducks are more important than humans. We are getting ready to make great strides toward changing that attitude next year.

So you admit that "the only way to stop a bad guy with a gun is a good guy with a gun" is some stupid [nonsense]?
In Gilroy, armed men were present, and shot the guy dead within one minute. But he still killed three people.
The answer isn't having more people carry. The answer is to prevent psychos from having access to firearms. How exactly to do that is the question. But we need to get better at detecting people who would do this kind of thing and flagging them in NICS.
